Since its creation in 1992, the Humanitarian Aid Office has always worked on the basis of Framework Partnership Agreements (FPA): these were concluded both with humanitarian NGOs and with international organisations having a humanitarian calling, such as the ICRC and the IFRC.
The first ECHO FPA was adopted in 1993, the second in 1998, the third in 2003. The current FPA is the fourth in ECHO's history.
In addition, ECHO works with the UN Agencies through the FAFA (EC/UN Financial Administrative Framework Agreement).
The current FPA is in force since 1 January 2008. The FPA 2008 addresses the need to simplify and to increase the flexibility of the contractual instruments with the Partners. Moreover, the changes to the EC Financial Regulation and its Implementing rules on 1 May 2007 were integrated with a revision of the FPA to ensure full compliance with the Community's new financial framework.
